FORTIFIED Roofing · Insurance Discount by Carrier

One state law, five carriers, the same floor

State Farm, USAA, Alfa, Allstate, Farmers — homeowners search by their own carrier's name, so here it is answered that way. The short version: Alabama law sets the same wind-premium discount floor for a FORTIFIED-designated home no matter which admitted carrier writes the policy. We don't have a relationship with any of the five carriers below, and we're not going to pretend otherwise — every answer routes you to the one person who can give you your actual number: your own agent.

The one fact that applies to all five

Alabama law sets a floor for every admitted carrier

Under Ala. Code § 27-31D-2.1, every insurer admitted to write residential wind coverage in Alabama — not a subset, not just the carriers with a marketing page about it — must apply these credits to a home with a FORTIFIED designation.

3560%

off the hurricane portion of the premium

2035%

off the other-wind portion of the premium

Ranges per the Alabama Department of Insurance under Ala. Code § 27-31D-2.1 (as of 2026-08-17). Percentages apply to portions of a premium, not the whole bill. Where any specific carrier lands inside these ranges is their own rating filing, not something we have visibility into.

Read it at ALDOI

We hold the FORTIFIED credential ourselves and build to the standard — we do not sell insurance, we are not appointed with any of the carriers below, and we have no visibility into any specific carrier's filed rates. Every answer below does the same two things: state the law, then send you to your agent with your certificate.

Common questions

FORTIFIED discount by carrier, FAQ

Does State Farm offer a FORTIFIED discount in Alabama?
Alabama law requires every admitted insurer writing residential wind coverage in the state — State Farm included — to discount the hurricane portion of the premium by 35–60% and the other-wind portion by 20–35% for a home with a FORTIFIED designation (Ala. Code § 27-31D-2.1). We are not appointed with State Farm and can't tell you how they file or apply it internally — call your State Farm agent with your FORTIFIED designation certificate and ask them to show you the credit on your declarations page.
Does USAA offer a FORTIFIED roof discount?
Yes, by law, if USAA is writing your Alabama wind coverage as an admitted insurer — the Ala. Code § 27-31D-2.1 mandate applies to USAA the same as every other admitted carrier in the state. The exact mechanism (a named endorsement vs. a rating-factor adjustment) is USAA's to structure, and we don't have visibility into their filings. Send your certificate to your USAA representative and ask which portions of your premium it hit.
Does Alfa offer a fortified discount in Alabama?
Alfa is a large Alabama-domestic carrier and, as an admitted insurer here, is bound by the same statutory floor as every other carrier: 35–60% off the hurricane portion of the premium, 20–35% off the other-wind portion. We don't have an agency relationship with Alfa and can't quote their specific filing — your Alfa agent can confirm exactly how the credit lands on your policy once they have your certificate.
Does Allstate offer a roof insurance discount for FORTIFIED homes?
As an admitted Alabama insurer, Allstate is required to apply the same Ala. Code § 27-31D-2.1 wind-premium credit as every other carrier in the state. Whether Allstate calls it a "fortified roof endorsement," a wind-mitigation credit, or something else on your policy is their naming convention, not ours — ask your Allstate agent to point at the line on your declarations page after you send your certificate.
Does Farmers Insurance discount premiums for a FORTIFIED roof?
Farmers, as an admitted carrier writing wind coverage in Alabama, is required by Ala. Code § 27-31D-2.1 to apply the same discount ranges to a FORTIFIED-designated home as every other insurer. We aren't appointed with Farmers and can't speak to their internal rating tables — your Farmers agent is the source for the exact number your policy receives.
Which insurance company gives the biggest FORTIFIED discount?
There's no honest ranking to give you. The statute sets a range, not a fixed number, and where any given carrier lands inside that range depends on their own rating filings, your designation level, your construction, and your proximity to the coast — none of which we have visibility into for a carrier we don't work with. The only way to compare is to ask your own agent for the exact number on your own policy.
My agent says my carrier doesn't offer a FORTIFIED discount. Is that legal?
If your carrier is admitted to write residential wind coverage in Alabama, the Ala. Code § 27-31D-2.1 mandate applies to them — it isn't optional or carrier-by-carrier. If you're told otherwise, ask the agent to point you to where on your policy the credit is or isn't applied, and consider raising it with the Alabama Department of Insurance if the answer doesn't add up. We can't intervene in that conversation — it's between you, your agent, and ALDOI — but we can make sure your designation certificate is correct and complete before you have it.

One thing we are not: your evaluator

A FORTIFIED designation is documented by an independent, third-party FORTIFIED Evaluator — a separate credential from ours, held by someone with no stake in the roof job. Liberty is the roofer. We build to the standard and we hand the evaluator the photographs and documentation the standard calls for. We do not inspect our own work for the designation, and you should be suspicious of any roofer who says they do both.

Build to the standard, then take the certificate to your agent

Tell us about your house and we'll walk you through what a FORTIFIED designation would take — the certificate is what your carrier needs to apply the credit, whichever carrier that is.
