Read that twice, because those are two different things and almost every roofing site on this coast lets them blur together. FORTIFIED is a construction standard. Strengthen Alabama Homes is a state grant that pays for one. They have different gatekeepers and different lists. Here is exactly which side of each we're on, and what it means for you.

Yes: we hold the FORTIFIED credential

In the official FORTIFIED directory, Liberty Roofing Company Inc is company 011483, status Compliant, and Dane DeValk is a credentialed provider, ID R011603, Designation: Roofer. That was read live on 2026-08-17, and you can read it yourself in about thirty seconds — no local competitor publishes their ID, so check ours against theirs.

What we are not is your evaluator. A FORTIFIED designation is documented by an independent, third-party FORTIFIED Evaluator with no stake in the roof job. That separation is your protection, and any roofer offering to do both is describing something the program doesn't allow.

What it actually is

A grant to build a roof that survives the storm

Strengthen Alabama Homes is a program of the Alabama Department of Insurance. It pays to upgrade your roof to FORTIFIED — a beyond-code construction standard from the Insurance Institute for Business & Home Safety (IBHS), proven in the lab and in real hurricanes to keep roofs on and water out.

It's not a cosmetic upgrade. A FORTIFIED roof is re-engineered at the points where Gulf Coast roofs fail — the deck, the fasteners, and the edges. That's why the state, and your insurer, will pay you to have one.

What FORTIFIED means (IBHS)

What a FORTIFIED roof includes

  • Sealed roof deck

    Every seam in the roof decking is taped and the whole deck gets a full underlayment — so even if shingles blow off, water still can't get into the house. This is the single biggest reason fortified roofs survive storms.

  • Ring-shank nails, tighter pattern

    The roof is fastened with ring-shank nails on a tighter schedule, dramatically increasing how much uplift the roof deck can take before it peels away from the framing.

  • Locked-down edges

    Code-plus drip edge and edge metal are fastened along every edge — the place wind gets under a roof and starts to pull it apart.

  • Wind-rated covering & sealed details

    Shingles or panels rated for our coastal wind zone, with attic vents and penetrations detailed so wind-driven rain can't sneak in.

Do you qualify?

Who's eligible

The program is built for everyday homeowners — there's no income cap. In broad strokes, you need:

  • An existing, owner-occupied, single-family home that is your primary residence (no rentals, condos, townhomes, or mobile homes)
  • Located in a county that's currently open — Baldwin and Mobile have run since 2015; the state added more counties in late 2025
  • Not listed for sale during the process
  • Proof of an in-force homeowners insurance policy (and a wind policy; plus flood if you're in a flood zone)
  • A home that's in generally good repair
  • No income limit — there is no income cap to qualify

Funding is limited and awarded first-come, first-served by county. Each window opens on a set date at 9:00 AM and closes the instant the money runs out — sometimes in minutes.

After you're in, the process is a series of tight 7-day deadlines — documents, evaluator, bids. Most applications that fail, fail on a missed clock, not on eligibility. Being prepared is the whole game.

Step by step

How the application works

Nine steps, start to finish. Knowing the whole path before you start is half the battle.

    Create your online profile

    Set up your account on the Strengthen Alabama Homes website ahead of time so you're ready when your county opens.

  2. 02

    Apply the moment your county opens

    Applications are taken first-come, first-served on the county's published open date (9:00 AM). When the funding cap is reached, the system closes — sometimes within minutes.

  3. 03

    Upload your documents within 7 days

    Your IRS Form 1040 (or SSA benefit statement), your insurance declaration pages, and a notarized Vendor Disclosure Form. Miss the 7-day clock and the application can be terminated.

  4. 04

    Pass document review

    Program staff review your paperwork and email you to proceed to the evaluation step.

  5. 05

    Hire a certified FORTIFIED Evaluator (within 7 days)

    A separately-credentialed evaluator inspects your home and determines what the roof needs. You pay this fee out of pocket (roughly $300–$500) — the grant does not cover it.

  6. 06

    Complete the FORTIFIED evaluation

    The evaluation is pass/fail. Homes that pass advance to bidding.

  7. 07

    Choose three approved contractors for bids (within 7 days)

    You select three contractors from the state's approved-contractor list, and they submit bids. Don't negotiate or alter the bids — that terminates the application.

  8. 08

    Get your award and pick a bid (within 7 days)

    The grant amount (up to $10,000) is revealed after bids come in. You choose your contractor; the contract is between you and them.

  9. 09

    Roof gets built, certified, and the grant pays the contractor

    The contractor installs to the FORTIFIED standard, IBHS issues your FORTIFIED designation certificate, and the program pays the contractor up to your grant amount. Then take the certificate to your insurer for the discount.

How to actually get approved

The be-ready playbook

The homeowners who win grants aren't luckier — they're readier. Do these before your county's window opens.

1. Create your profile and gather documents BEFORE the window

The single biggest mistake is scrambling on the open date. Set up your SAH account now and have everything scanned and ready: your latest IRS Form 1040 or 1040-SR (or SSA benefit statement), your homeowners and wind insurance declaration pages (and flood, if you're in a flood zone), and a Vendor Disclosure Form already notarized — the notary step is a classic last-minute bottleneck.

2. Treat the open date like concert tickets — apply at 9:00 AM sharp

Funding is capped and first-come, first-served. The portal can fill in minutes. Know your county's exact date and time, be logged in early, and submit the instant it opens. Miss it and you wait a full quarter for the next window.

3. Confirm your insurance is active and your home isn't listed for sale

Both are eligibility requirements. Verify your homeowners and wind policies are in force, and don't have the house on the market while you're in the program.

4. Line up your FORTIFIED Evaluator in advance

Once you clear document review you have only 7 days to get the evaluation moving. Knowing who you'll call saves the window.

5. Get the roof into good repair first

Deferred maintenance, active leaks, or obvious damage can stall the evaluation. A pre-grant roof inspection tells you where you stand — and Liberty Roofing does those free.

6. Calendar every 7-day deadline

The process is a series of tight clocks — documents, evaluator, bids, bid selection. Put each one on your calendar the day you advance. Most failed applications die on a missed deadline, not on eligibility.

Does Liberty Roofing do the grant work?

How much can a FORTIFIED roof save on insurance?
Alabama law requires insurers to discount the wind portion of the premium for a home with a FORTIFIED designation: 35–60% off the hurricane portion and 20–35% off the other-wind portion (Ala. Code § 27-31D-2.1; Alabama Department of Insurance, as of 2026-08-17). Read those as percentages of portions of your premium, not of the whole bill — the rest of the policy, the fire and liability and water coverage, isn't affected. Where you land in each range depends on your carrier, your designation level, and how close to the water you are. Ask your agent for the number on your policy; nobody can give it to you from a web page.
