Missing a Strengthen Alabama Homes window is not a disqualification. Windows reopen quarterly by county, and there is no penalty for having missed one. The real question is different, and only you can answer it: can your roof wait for the next window, plus the document review, the evaluation, the bidding round, and the award that follow it? For a sound roof, waiting is often the right call. For a roof that is already leaking on the Gulf Coast, it usually is not.
How the calendar actually works
Strengthen Alabama Homes is a program of the Alabama Department of Insurance that pays toward upgrading a roof to the FORTIFIED standard. Applications open on published dates by county at 9:00 AM, first-come and first-served, and Mobile County and Baldwin County have separate dates within each quarter. Funding is capped. The portal can fill the same morning it opens, which is why the practical advice is to treat the open date like concert tickets — logged in early, documents already scanned, submit the instant it opens.
Getting in is the beginning, not the end. After the application come a series of tight seven-day clocks: uploading your documents, hiring a credentialed evaluator, completing the evaluation, collecting bids from three contractors on the state's approved list, and selecting a bid after the award comes back. Most failed applications die on a missed deadline rather than on eligibility. The grant page walks the whole sequence step by step, and the official schedule is the only place to confirm current dates, since they change.
The honest calculation: can the roof wait?
Put the funding question down for a minute and answer the roof question first.
Signs the roof can probably wait a quarter: no active leaks, no stained ceilings, no soft spots, an intact edge, and a covering with real life left in it. A roof in that condition is a good grant candidate, and using the waiting time to get your paperwork and profile ready is the highest-value thing you can do.
Signs it cannot: water coming in anywhere, daylight visible in the attic, decking that flexes underfoot, missing sections after a storm, or a covering at the end of its service life going into a season. Waiting three to six months with a roof in that state is how a repair becomes a rebuild, and the interior damage is never covered by a grant that has not been awarded yet.
Deferred maintenance also cuts against you inside the program. Active leaks and obvious damage can stall an evaluation, and the evaluation is pass/fail. A roof inspection before you spend a window is the cheapest way to find out whether you would clear it.

What to do while you wait for the next window
If waiting is the right call, spend the quarter getting ready instead of hoping.
- Create your program profile now, before the open date, rather than on the morning of it.
- Scan every document in advance so nothing is being hunted for at 9:00 AM.
- Confirm your insurance is active and that the house is not listed for sale — both are eligibility conditions.
- Line up an evaluator so the seven-day clock after document review does not catch you cold. Evaluators are independent third parties, hired by you, not by a roofer.
- Fix the small things. Cracked pipe boots, lifted edge metal, and a couple of missing shingles are roofing repairs that protect the house and keep the roof in the condition an evaluation expects.
- Know your county's dates. Foley, Bay Minette, and everywhere else in Baldwin County share one date; Mobile County, on the other side of Mobile Bay, has another.
If the roof cannot wait
Then build it, and stop optimizing for money that has not been awarded. Building to the FORTIFIED standard outside the program produces the same IBHS designation certificate at the same address and the same mandated Alabama insurance credit — 35–60% off the hurricane portion of a premium and 20–35% off the other-wind portion (Ala. Code § 27-31D-2.1; Alabama Department of Insurance), applied as percentages of portions of a bill rather than the whole thing. The difference is who paid for the roof, not what you end up holding. There are other levers worth knowing about. Deciding well
The grant is genuinely good and genuinely competitive. Chase it if your roof has time. If it does not, the right move is to protect the house first and take the designation and the insurance credit on your own schedule — the storm does not check whether your application cleared.
